In the car world/business there are several factors at play. There are the designers, the builders and the rules/government. This is true for road or racing.

For each user area the rules change and the car must be compliant for use within that area. In areas such as the USA road-going cars the safety features heavily dictate the import approvals for cars coming into the USA. Back in the 1980's the big change was the bumper and head light height, door protection and smog rules compliance. As the Rest of the World had not started to write in the safety rules similar to the USA, major manufactures were not making their new HOT car models compliant to entering the USA. This started what was to be come the "Gray Market Cars" with US companies modifying models like the Porsche 959 and the McLaren F1, to name 2. These cars were expensive and the buyers that had the money to purchase them also had the money to spend on what ever it took to get around what ever government rules were blocking the buyers "I got to have it" thing.

As to the McLaren F1, the following was available from internet postings as per 2017.

The American model of the McLaren F1. The Ameritech McLaren F1 is a standard McLaren F1 modified to meet the U.S. regulations; to comply with said regulations, the car had to meet stricter emission requirements which increased the weight and also reduced the power somewhat. Due to a lack of airbags for the passengers, the Ameritech edition only has the single driver seat in the middle.

One thing about the 7 Ameritech F1s and their 'new VINs' is they were all VIN'd with the letter 'S' in the 8th to last position. That identifies their 'Year of Manufacture' as being 1995. This isn't true in all seven cases though, as while three were 1995s (#042, #044, #045); one chassis was built in 1996 (#055); and the remaining three were all built in 1997 (#062, #067, #074). Their EPA certificates also identify the four later cars as 1995's as well, which allowed them to get around what should have been necessary changes to comply with OBD-II as mentioned.

F1 GTR 1995
The McLaren F1 GTR was developed to race the McLaren F1 in the Global GT Endurance series. Weight was removed and a regulation roll cage, fire extinguishing system and aerodynamic package consisting of a front bumper and splitter, under-floor diffuser, side sills and a fixed rear spoiler designed to increase downforce were added.

The BMW V12 engine had to have regulation air restrictors which reduced power to 600 horsepower.

The F1 GTR prototype featured a two-tone silver over Papaya Orange finish and was unveiled in January 1995.
